This report is developed in the context of the Project that started in 2018 on state-owned enterprise (SOE) reform in the Ukrainian hydrocarbons sector carried out as part of the OECD-Ukraine Action Plan for the implementation of the Memorandum of Understanding between the Government of Ukraine and the OECD. The project supports the government of Ukraine in its efforts to reform corporate governance in the national hydrocarbon sector.
