Integrated State-Owned Enterprises Framework

The Integrated State-Owned Enterprise Framework (iSOEF) provides guidance on assessing the performance of state-owned enterprises (SOEs) in an economy. It looks at the rationale for SOEs, their economic implications, factors enabling their operational efficiency, and options for reforming the sector. It takes a modular approach, allowing for flexible application to the country context.

Individual modules address the role of SOEs in the market, their fiscal and distributional impacts, corporate governance and accountability mechanisms, specific issues related to the financial sector, and three cross-cutting themes (corruption risks, political economy considerations, and communication strategies). Each module contains additional analytical tools, matrices, questionnaires, key indicators, and other analytical instruments to be used for diagnostics and assessment.
