This publication showcases the importance of improving corporate governance and other measures in order to bolster the performance of state-owned enterprises (SOEs) in Asia. This was especially important in light of the economic crisis of 2008 and 2009. Other necessary reforms, besides improving corporate governance, include: ensuring regulatory frameworks are effective, improving the treatment of shareholders, clearly defining the responsibilities of SOE boards, increasing transparency and accountability, and clearly defining the limits of state ownership. The paper explores each of these broad reforms in great detail.
