This paper provides a comparative analysis of current centralized purchasing systems in a variety of countries in the European Union (EU). These systems are explored along the lines of: organization, coverage, objectives and rationale, financing models, types of framework agreements and many others. Current challenges are presented in establishing a robust centralized purchasing system, and suggestions are made to overcome these challenges.
