Professionalization of the senior civil service (SCS) is a reoccuring problem in the Balkans. The professionalization of the SCS is a measure of organizational service in the public sector, and helps governments fulfill objectives. This paper analyzes the state of SCS in the Western Balkans, and suggests a way forward.
