This paper explores the value of citizen complaints in Malaysia's public sector. Compaints should be viewed as a source of innovation and creativity, which may result in a more efficient public sector. The Public Complaints Bureau manages relations between private citizens and the state, and is crucial to the government's Government Transition Program (GTP). The GTP will be ineffective at creating a government system that is more efficient, effective and accountable without integrating complaints from private citizens for improvement.
