The State-Owned Enterprise as a Vehicle for Stability

This article examines state-owned enterprises (SOEs) as vehicles of stability in conflict-ridden countries. It is difficult for SOEs to act as vehicles of stability, as the conditions that necessitated the creation of the enterprise often correlate to the root of conflict. Revitalizing SOEs in this position is challenging, but worthwhile. If done properly, SOEs can be stepping stones for stability. The processes necessary to undertake such a transition are defined. An overview of the importance of SOEs in conflict-ridden societies is presented.
