This publication showcases a survey that compares differences in state-owned enterprise (SOE) governance between OECD countries. It includes examples of successes and failures of past reforms in SOE sectors, presents key challenges to SOE governance that will have to be addressed in the future, and provides a framework that, if used, will help countries develop a more robust corporate governance structure for SOEs. The publication ends with an analysis that examines the organization of ownership functions, the scale of various SOEs, and the role of stake holders in corporate governance between countries. Other topics are also addressed.
