This article argues that a change of control and ownership in Asia's public enterprises is not needed. Successful reform requires a diagnostic approach. Ideological approaches, such as privatizing en masse, often overlook the real reforms necessary for more better performance. The author emphasizes that each public enterprise is different, therefore one approach to reform cannot be used to reform all firms.
