Functioning of the Centres of Government in the Western Balkans

This paper analyzes the state of governments in the Western Balkans, especially their propensity to define policy in a transparent and effective manner. The comparative analyses found in this paper take into account: organisational set up, regulatory framework, and the practices of the key centre of government functions in the Western Balkans. Differences between Balkan states are mentioned. Functioning government systems in the European Union (EU) are also presented as examples.
