Full Length Research Paper: Competency-Based Human Resource Practices in Malaysian Public Sector Organizations

This paper discusses the transition of the Malaysian public service to competency-based human resource practices in 2002 to boost service quality. These practices mainly resulted in the buffering of rewards for public servants. Other practices resulted in a moderate increase in service quality. The paper analyzes each new applied human resource practice in more detail.
