Ethnic Structure, Inequality and Governance in the Public Sector

This paper analyzes how Malaysia manages and responds to ethnic diversity. Special attention is given to the New Economic Policy (NEP) as a means of overturning ethnic divisions of labor and governance in the public sector. The final section of the paper analyzes how a form of political stability was reached via ethnic representation, power sharing and domination.
