The publication explores issues such as the role of the state in SOE ownership, the regulatory and legal framework needed for successful SOE governance, relations and treatment of stakeholders, transparency, and many other pertinent issues. This publication inspired the production of OECD's "Guidelines on Corporate Governance of State-Owned Enterprises (SOEs)."
