Corporate Governance and Financial Performance of State Owned Enterprises in Cameroon

This study analyzes the corporate governance framework and financial performance of state-owned enterprises (SOE) in Cameroon, with reference to the standards of the Organization for Economic Cooperation and Development (OECD) and the World Bank SOE Toolkit on the governance of public companies. It covers: an analysis of the financial performance and fiscal risks posed by SOEs; the legal framework for SOE corporate governance; the oversight and ownership function; the monitoring of the fiscal risk and performance monitoring; selection of management and boards; transparency and disclosure of information and; the control environment. In addition, three structurally important loss-making SOEs are analyzed in some detail. Each chapter includes options for reform, and a draft action plan is annexed to the report, to be discussed and endorsed by the authorities.
