This paper examines the system of civil service in Western Balkan countries before and after their admittance to the European Union (EU). The paper finds, that although all countries made progress in this field before their accession, these developments have either slowed or halted. This paper explores the theory behind why civil service systems are needed, as well as the benefits of investing in them. Suggestions are made for future investment in these systems.
