ADB Economics Working Paper Series: Are Government-Linked Corporations Crowding out Private Investment in Malaysia?

This paper examines if government-linked companies (GLCs) are crowding out private investment in Malaysia. The authors present evidence that GLCs have a dominance over private firms in various sectors, and therefore have a negative effect on private investment in the country. When GLCs dominate a sector, their effect on private investment is negative; when private firms dominate a sector, their effect on private investment is positive. The authors claim this is one reason why the recovery of private investment in Malaysia since the Asian Financial Crisis has been so sluggish.
